Delmas Whittaker serves as Director of Marine Maintenance for the Maritime Division of the Port of Seattle (Seattle, Washington). He manages the upkeep, repairs, and maintenance of all Port-owned properties from Shilshole Bay Marina to Duwamish Waterway, approximately 19 miles of pristine Seattle Waterfront. His department also manages Fleet, Industrial Parks, and Stormwater Utility. Currently, he serves as Maritime Division Representative for Anti-Human Trafficking Efforts.

Before joining the Port of Seattle over 15 years ago, Delmas served 25 years in the U.S. Navy. In September 2007, he retired as Lieutenant Commander at Naval Magazine Indian Island, Port Hadlock, Washington.

He holds a Bachelor of Science Degree in Interdisciplinary Studies-Social Sciences (Major), Law and Justice (Minor) from Central Washington University. He also has a Master of Arts Degree in Organizational Leadership from the University of Massachusetts Global.
