Jeff McLeod is a Specialist Leader with Deloitte’s Cyber & Strategic Risk practice where he advises public sector clients on cybersecurity, emergency management, and resilience. Prior to joining Deloitte, Jeff served as director of the National Governors Association’s Homeland Security & Public Safety (HSPS) Division. As director, Jeff assisted governors with developing data-driven, evidence-based solutions to their most critical enterprise security and safety challenges. Over the last decade, Jeff led strategic planning exercises, after-action reviews, and consensus-based workshops for governors’ senior advisors—including cabinet secretaries, homeland security advisors, emergency managers, legal counsel, and policy staff—in over 35 states. In 2020, Jeff and his team—in coordination with NGA’s Health Division—led NGA’s efforts in support of governors during to the COVID-19 pandemic, providing them guidance on their legal authorities, vaccine distribution, countering misinformation/ disinformation, and other gubernatorial priorities. As director of the HSPS Division, Jeff also directed the bipartisan membership association of the 55 governors’ homeland security advisors from the states and territories—the Governors Homeland Security Council. He has served on the boards of the U.S. Election Assistance Commission, the U.S. Department of Justice Global Advisory Committee, and Cure Violence. Jeff has testified before the United States Congress and state legislative bodies, and each fall he teaches a course on federalism at Georgetown Law School.
