Richard is currently the acting Section Chief of the Stakeholder Engagement Team at the Department of Homeland Security (DHS) Office of Biometric Identity Management (OBIM). He is also the Identity Vetting Portfolio Manager who helps to identify biometric identity management solutions in support of existing OBIM stakeholders. His current portfolio includes the Department of State (DoS), United States Citizenship and Immigration Services (USCIS), Transportation Security Administration (TSA), Federal Emergency Management Agency (FEMA), and the Office of the Chief Security Officer (DHS OCSO).

Richard has recently obtained the approval for TSA to submit biometrics for all aviation populations including the Flight Training Security Program. He has cultivated an expanded working relationship with Department of State Diplomatic Security Services and is seeking to obtain DoS Irises through interoperability with CJIS. During Operations Allies Refuge and Allies Welcome (OAW) he participated on OBIM’s tiger team.

Richard has been a member of the Stakeholder Engagement Team within OBIM since 2021. Prior to joining OBIM, he spent 14 years at TSA in numerous capacities including Office of Revenue, Security Operations, Alien Flight Student Program, and Aviation Worker Vetting. He also spent a year at Customs and Border Protection’s (CBP) as an Financial Specialist in the Office of Programming. He has a Master of Public Administration from George Mason University and a Bachelor of Arts in History and Art History from St. Olaf College. Richard has two children and resides in Northern Virginia.
